Ernesta G. Procope, born in Brooklyn, became a pioneering insurance executive who established the E.G. Bowman Company to serve her community. Despite facing systemic discrimination and insurer reluctance in the 1960s, Procope advocated for her clients by lobbying New York Governor Rockefeller. Her efforts culminated in the enactment of the FAIR Plan legislation, which aimed to provide access to insurance in underserved neighborhoods. Procope's innovative tactics included showing insurance executives the worth of local properties, paving the way for improved insurance opportunities and later serving as a model for other states.

Procope fought for her clients. She went straight to the top and approached New York Governor Nelson D. Rockefeller demanding a solution.
Her efforts led to New York becoming the first state to enact FAIR Plan legislation. As a result of Procope's efforts, 26 states have adopted FAIR Plan legislation.
She succeeded in finding a company to write the risks, leading her agency to grow amidst adversity.
