On October 15, 2021, Julio Sandoval drove his sedan at 47 miles per hour through a red light at Atlantic Avenue and Essex Street in Cypress Hills, striking 56-year-old Jose Ramos, a deaf cyclist riding home from work. The impact threw Ramos and his bike, but Sandoval fled the scene without stopping. Ramos died from severe blunt force trauma. His wife Martha was walking behind him after he had requested her company due to safety concerns on Atlantic Avenue. Sandoval evaded capture for over a year before arrest in January 2023. He pleaded guilty to second-degree manslaughter and received a sentence of three to six years in prison.
