Deported because of his tattoos': has the US targeted Venezuelans for their body art?

Franco Jose Caraballo Tiapa, a 26-year-old Venezuelan with several tattoos, was detained by US immigration officials who incorrectly assumed his tattoos signified gang affiliations with Tren de Aragua. Despite having no criminal record, an official document labeled him as a gang member.
