The OpenEuroLLM initiative aims to create open source LLMs for all EU languages, promoting digital sovereignty within Europe. Co-led by linguist Jan Hajič and Peter Sarlin, this collaborative project involves around 20 organizations. With €37.4 million allocated, including €20 million from the EU's Digital Europe Programme, it seeks to enhance local AI infrastructure amid growing international competition. Despite significant backing from EuroHPC supercomputer centers, skeptics question the feasibility of such ambitious goals given the numerous participating entities and limited budget compared to corporate giants in AI.
This includes the current 24 official EU languages, as well as languages for countries currently negotiating for entry to the EU market, such as Albania.
The OpenEuroLLM project's partners include EuroHPC supercomputer centers in Spain, Italy, Finland, and the Netherlands - and the broader EuroHPC project has a budget of around €7 billion.
However, the stated budget just for building the models themselves is €37.4 million, with roughly €20 million coming from the EU's Digital Europe Programme.
