New York City on Saturday put out a call for emergency snow shovelers ahead of a powerful nor'easter bomb cyclone, requiring workers to submit multiple forms of identification - contrasting the city's election policy for most voters. For the first time in nearly a decade, a blizzard warning was issued for New York City, with expected snowfall totaling 10 to 18 inches and wind gusts up to 55 mph.

The DSNY issued a Dec. 4 proposal to amend its rule governing the time for placing trash and recyclables at the curb for collection. The amendment would allow residents who receive collection on Saturdays to put their trash out in a container an hour before sunset the night before. A neighborhood's local community board would have to opt into the schedule; it is not an option for individual homeowners.

Police say the DSNY workers were clearing trash from an area on the eastern side of the park along Brookville Boulevard near 149th Avenue when one of them grabbed a garbage bag and was about to toss it into the hopper of their truck when he caught a whiff of a foul odor emanating from inside the bag at around 7 a.m., and they called it in to the NYPD.
