The ceasefire agreed under the plan has repeatedly been violated by Israeli operations. Israeli control has expanded across Gaza, fragmenting the territory and now encompassing more than half of it. The human toll and territorial fragmentation have persisted despite the plan, casting doubt on the plan's ability to halt hostilities, protect civilians, and restore unified governance and freedom of movement in Gaza.
