This is a bit different from what I've been told by people who also make content like this for FiveM servers. Vice City mod is a whole game remade in GTA 4. Not good for Rockstar. Also makes them look bad.
They will take down mods that interfere with their business interests. The VC NextGen Edition mod for GTA4 directly competes with the Definitive Edition.
