The game's development team, Kaizen Game Works, revealed that both Yoshida and designer Hidetaka 'Swery' Suehiro were brought on not initially planned, responding to funding input that emphasized the value of voice acting. The developers sought both figures for their industry influence, connecting to Yoshida through prior work relations and Kowloon Nights, the game's funding entity.
We initially never thought we would do voice acting because of the cost and effort involved. But then the people funding the game... thought that it would be a big quality bump.
After Deadly Premonition came out, Swery did a bunch of things, but one of the things he did was become ordained as a priest.
We had a connection to Shuhei through Kowloon. They were chatting to him, and he really liked our game, and he'd seen it before.
When we were working together, we suggested reaching out to Yoshida and he said 'Oh, I would love to be part of a mascot game!'
