Control 2 is being made with a smaller budget than Alan Wake 2, but according to Remedy it's for a good reason
Briefly

Remedy Entertainment plans to develop Control 2 on a budget lower than that of Alan Wake 2, with CEO Tero Virtala estimating that 50 million euros is adequate. He states that selling two million copies could break even, but if the game performs well and sells four to five million, it would be a significant success. However, Control 2 is not their immediate release; that spot is occupied by FBC Firebreak, a co-op first-person shooter that diverges from Remedy’s typical genre focus, raising questions about their strategic direction.
At a time when video game budgets continue to bloat, Control 2 will reportedly be made with less budget than Remedy Entertainment's previous game: Alan Wake 2.
Virtala believes that 50 million euros is sufficient to create an excellent Remedy game, targeting a break-even point at two million copies sold.
If Control 2 sells four million or five million units, Remedy would achieve substantial success, showing confidence in their budget strategy.
Control 2 is not the next game from Remedy; FBC Firebreak, a co-op shooter in the Control universe, is expected to be released first.
