A federal directive ordered states to immediately undo any steps taken to issue full SNAP benefits for November 2025. The directive warned that failure to comply could prompt cancellation of the federal share of state administrative costs and could make states liable for any resulting overissuances. The Department of Agriculture characterized noncompliance as grounds for various actions, including financial penalties. The Supreme Court granted an administrative stay allowing the USDA to pause SNAP benefit distributions while litigation continues. Several states, including New Jersey, Pennsylvania and Wisconsin, had been preparing to release full SNAP benefits to residents.
