New York, Delaware, Rhode Island, Virginia and Maryland declared states of emergency and directed state funds to address an imminent lapse in federal SNAP benefits. State officials allocated millions in emergency assistance, with New York committing $65 million and Maryland providing $10 million to food security partners. The Agriculture Department said it cannot use contingency funds to pay for food stamps during the federal shutdown and that states will not be reimbursed if they front the costs. Several states said they cannot use emergency funds without reimbursement guarantees. Food banks nationwide are preparing for sharply increased demand.
