"We are not at war. We do not have U.S. armed forces in Venezuela, and we are not occupying that country,"
"The Constitution gives Congress the power to declare war that is true but it also vests the president of the United States with vast authorities as commander in chief."
President Trump will meet House Republicans at the Kennedy Center as lawmakers seek more details on a weekend operation in Venezuela and the U.S. role going forward. Top administration officials briefed Capitol Hill leaders behind closed doors for several hours, producing a largely partisan divide over the military operation that led to the capture of Venezuelan President Nicolas Maduro and his wife, Cilia Flores. The briefing was the first opportunity for party leaders and key committee members to question officials after receiving no advance warning of the mission. Republicans defended the president's authority to order the mission without congressional approval. The briefing team included senior foreign policy and national security officials and was attended by the Gang of Eight and bipartisan committee leaders.
