Majorities disapprove of how Trump (52%), congressional Republicans (52%), and congressional Democrats (49%) are handling the lapse. Only 23% say Republican positions justify a shutdown, and 28% say Democratic positions do. Thirty-six percent identify health care as the central issue, while KFF, NPR-PBS News-Marist, and Washington Post polling show broad concern and partisan blame dynamics.
