House Democrats plan to force a vote on a war powers resolution to block the administration from conducting further military operations in Venezuela without congressional approval. The resolution, led by Rules Committee ranking member Jim McGovern, will mirror a bipartisan measure introduced last December and will be kept 'really clean and simple' to avoid a failed vote that could be interpreted as a green light. Democrats intend to use similar tools later to prevent incursions into other countries, pursue funding restrictions, and run public pressure campaigns. Party leaders express concern about defections and will press administration briefers in classified sessions.
