"What's happening right now with the terror of seeing masked men with rifles running into communities and scooping people up, the images that people are seeing on the TV of folks being sent to foreign prisons that have committed no crime, this is a serious moment," he told me last week.
"We cannot just allow all this to happen and for there to be no accountability for these actions," Garcia added.
Garcia has the same kind of energy and confidence that his version of America - one that is unabashedly inclusive, affordable and fair - is what his constituents want, and one he's expected to fight for.
"I love this country," Garcia said. "I feel like Trump and his minions don't understand what real patriotism is."
