Thurday's arrest in Tampa was the second tied to the Oct. 29 carnage during a Holloween celebration in Tampa's Ybor City that killed Harrison Boonstoppel, 20, and a 14-year-old boy identified by his father as Elijah Wilson.
"There is no reasonable explanation for a 14-year-old to be in possession of a firearm," Tampa Police Chief Lee Bercaw said in a press conference.
"You're not going to get away with it," Bercaw warned.
