Thirty-three years in law enforcement, this is the worst treatment of humanity that I have ever witnessed," said Waterbury Police Chief Fernando Spagnolo, highlighting the severity of the case.
The stepson, who was found severely emaciated at 68 pounds, told officers he had endured prolonged abuse and captivity since he was just 11 years old.
An attorney for Sullivan argued that his client is presumed innocent until proven guilty and looks forward to clearing her name in court.
The affidavit described the stepson's condition upon rescue: hair very dirty and matted, rotten teeth, evidencing years of neglect and inhumane treatment.
