Hieu Tran's struggles with PTSD and alcohol abuse, which the NYPD allegedly ignored, are central to the lawsuit following the shooting of Kishan Patel.
"It's just unimaginable. This could have been fully avoided if proper precautions were taken by [Tran's] superiors," said Dan Gaughan, Patel's brother-in-law.
The lawsuit against the NYPD alleges negligence in addressing Tran's mental health issues, which contributed to the tragic shooting of Kishan Patel.
Patel was left paralyzed and with a traumatic brain injury, raising serious questions about the NYPD's responsibility for the officer's conduct.
