Ma admitted to using his top secret security clearance to pass confidential information to the Shanghai State Security Bureau and expressed full responsibility for his actions.
After his arrest in August 2020, he struck a plea deal, acknowledging his crimes and expressing remorse in a letter to the judge before sentencing.
