In December 2022, Bolsonaro called a meeting where he presented a draft decree that would have launched an inquiry into electoral fraud, signaling his intent to undermine the electoral process.
The navy's commander was prepared to back Bolsonaro; however, the army and air force's refusal to participate in actions that would inhibit Lula's inauguration prevented the coup from occurring.
