A second winter storm brings cold, rain and snow to millions
Briefly

California is bracing for a major winter storm, raising concerns in fire-affected Southern California communities. Forecasts predict heavy rainfall that could lead to flooding and mudslides. Forecasters have issued warnings for a 'Slight Risk' of excessive rain, particularly impacting areas near recent wildfires. As crews expedite post-wildfire cleanup, meteorologists caution about potential flash flooding while hoping for minimal impact from the storm. Other parts of the country are also experiencing severe winter weather, with snow and icy conditions affecting several states from the Midwest to the Southeast.
"The heavy rain may cause flooding in urban areas and small streams, as well as some minor river flooding," the National Weather Service's Weather Prediction Center said.
"It's possible we get through this rain event without any significant problems, but the potential is there," said Ariel Cohen, meteorologist in charge at the National Weather Service in Oxnard.
