Civil service morale worsened despite improving pay levels, survey finds

Despite rising average pay levels, which nearly returned to 2010’s real-terms figures, morale within the UK civil service has continued to decline, marking three consecutive years of lower engagement scores.
The Whitehall Monitor report highlights a troubling trend: although pay satisfaction improved slightly, overall engagement dropped, with civil servants feeling increasingly disconnected from leadership and management.
Churn rates have increased, reaching 12.7%, indicating rising turnover among civil servants. This adds to the challenges the incoming Labour government will face in reforming a morale-struggling civil service.
Although the government's resolution of disputes led to an increase in average salary satisfaction, the IfG suggests that underlying issues regarding leadership and departmental changes are crucial factors for ongoing morale decline.
