Mr O'Donovan indicated at the weekend he was not in favour of the streaming levy on the basis it would work to "price out" Irish consumers from specific services.
The Taoiseach rejected any suggestion that there was a looming division in Government over the matter.
Mr Martin insisted that every minister is entitled to have an opinion on individual issues within his brief.
Under the plan, which had been backed by the previous minister Catherine Martin, the proceeds would be used to fund independent productions in Ireland.
