A report by Qdos indicates that 70.51% of freelancers managed to engage outside of IR35 legislation in 2024, marking a substantial increase since 2021. The research, derived from a survey of 925 contract workers, suggests a resurgence in flexibility for freelancers despite earlier adjustments to regulations. While many contractors still find it challenging to secure such positions, the majority are optimistic about their prospects. Companies are urged to reconsider their positions on contracting, especially as higher employer National Insurance contributions loom ahead.
After IR35 reform, the rhetoric was that contracting had died a death. And while the changes certainly create barriers, it seems the market is evolving positively for freelancers.
The headline figure of more than 7 in 10 contractors being able to operate outside IR35 is a sign that 'the tide has turned' following the legislative reforms.
