PC Andrew Gilligan, a Metropolitan Police officer, has been barred from the force after sending inappropriate and sexualized messages to three individuals, including a woman in her 70s and a teenager. His actions, which included sending graphic images without solicitation, were disturbing enough for the recipients to report him to local police. A misconduct hearing concluded that Gilligan acted without self-control and failed to treat the public respectfully, especially given the vulnerabilities of the recipients. He resigned before the hearing, which resulted in his addition to the barred policing list.
A misconduct panel emphasized that each recipient had vulnerabilities, highlighting the seriousness of PC Gilligan’s actions which included highly sexualised messages and graphic images.
Assistant Commissioner Rachel Williams stated that the public could not have confidence in PC Gilligan’s respectfulness, nor in the Metropolitan Police Service's handling of such behavior.
