Leroy Douglas has been imprisoned for almost 20 years on an indefensible Imprisonment for Public Protection (IPP) term for a theft committed during his drug addiction. Despite completing rehabilitation programs, he remains incarcerated far beyond his original sentence. The UN Special Rapporteur on Torture, Dr. Alice Edwards, has criticized these indefinite sentences as inhumane, calling attention to the violation of human rights faced by many prisoners trapped under such terms. The IPP sentence system, abolished in 2012, leaves thousands without hope for timely release, furthering psychological suffering.
This IPP sentence is cripplingly cruel. My detention has become inhumane and degrading and they ought to intervene now.
Keeping them locked up indefinitely, without a clear path to release, is simply inhumane. Some of the IPP prisoners are very likely being detained arbitrarily.
