Premier League clubs will vote on replacing profit and sustainability rules (PSR) with two proposed controls: top-to-bottom anchoring (TBA) and a squad cost ratio (SCR). TBA would limit spending on player wages, agents and transfer fees to five times the income earned by the bottom club from broadcasting and prize money, effectively capping spending regardless of a club's own revenue. SCR would limit squad costs as a percentage of total revenues. The Professional Footballers' Association opposes unilateral imposition of a cap, warns of legal challenges and argues such measures could unlawfully restrict players' ability to earn. A vote is scheduled for 21 November; PSR currently allows £105m losses over three years.
