San Jose leaders push to crack down on 'vanlords' exploiting the unhoused
Briefly

In San Jose, local officials are combating 'vanlording', where landlords rent out unlivable RVs to unhoused individuals. Residents like Juanita Macias describe living in conditions lacking basic utilities. City councilmembers, including Bien Doan, are aware of at least two people renting unsafe RVs to the vulnerable population. They are proposing enhanced measures to regulate or prohibit the illegal lease of recreational vehicles on public property, aiming to provide better protections for those affected by this exploitative practice.
According to the memorandum on the issue, SJPD says there are at least two known individuals who have renting around 15 to 20 RVs out that are nearly unlivable to people who are unhoused.
San Jose City Councilmember Bien Doan says he and other council leaders have been briefed by San Jose police about the problem.
"We found out that these bad actors are going out there and towing these dilapidated, unregistered, unsafe either RVs or vans or even trailers, and then renting it out illegally," said Bien Doan.
The mayor and my colleagues put out this memorandum to help our police department and our code enforcement, give them an extra tool, said Doan.
