The video is graphic, it's disturbing. I love my dog, and it's abuse. It's heartbreaking to see a poor animal suffer when there was help available.
People who own this apartment complex and who manage it need to ensure everyone is abiding by certain rules. Animal cruelty and abuse? That's ok? No, it's not.
