Stephen Daniel Dillard, 39, was jailed without the possibility of bail after pleading guilty on Sept. 13 to one count of mayhem and admitting sentencing enhancements that included using a weapon while committing a felony and committing a crime of great violence or callousness. Dillard sliced off one of the victim's hands as Lottie held him, according to court documents. The brutality of this attack highlights a disturbing trend of severe violence in public disputes, especially involving vulnerable individuals.
The hand could not be reattached. Jeffrey, a man in his 60s, was known in the downtown area, described by Michelle Lopez, the general manager at Cheba Hut, as sweet, helpful, and polite, underscoring the victim's humanity and community ties.
Both Dillard and Lottie are awaiting sentencing scheduled for Oct. 24. The ongoing legal proceedings will likely bring attention to the broader issues of violence against the homeless.
