The Supreme Court unanimously ruled that the environmental impact reports under the National Environmental Protection Act (NEPA) need not consider every potential downstream effect of a project. In this ruling concerning an 88-mile railway project linking the Uinta Basin to the national railroad, the court determined that the environmental review process should not encumber development projects by requiring extensive consideration of indirect impacts. NEPA does not allow courts, 'under the guise of judicial review' of agency compliance with NEPA, to delay or block agency projects based on the environment.
