Mahan noted that zoning regulations have stalled proposals, like a 20-story high-rise that could have provided much-needed housing, now replaced with a vacant, fire-damaged building.
The goal is to invite the market to propose innovative developments that would require less prescriptive adherence to zoning laws, ultimately benefiting the local community.
