San Jose Mayor Matt Mahan suggests using the opportunity presented by Los Angeles wildfires to address California's housing crisis by building accessory dwelling units (ADUs) for displaced residents. He proposed that the state negotiate for up to one million factory-made backyard homes to be developed quickly as affordable housing options. However, housing advocates, including Alison Cingolani, caution that while ADUs can enhance housing stock, their affordability for low-income households is questionable and often used for non-affordable purposes such as rentals or guest houses. San Jose has already taken steps to facilitate ADU sales as condos, with significant progress since 2019.
Mahan noted that ADUs can help alleviate the housing crisis while providing income opportunities for homeowners and expanding homeownership prospects for future generations.
Cingolani emphasized that without guaranteed affordability measures, many ADUs may serve non-affordable purposes such as guest houses or short-term rentals.
