San Jose Mayor Matt Mahan aims to reduce unsheltered homelessness with temporary housing solutions like tiny homes and shelters, claiming it's considerably cheaper than permanent housing. He estimates that $255 million can house around 5,500 homeless people, significantly lower than the $5 billion price tag for permanent affordable housing. However, critics argue Mahan's plan overlooks the ongoing annual operating costs, as well as other financial mechanisms available for affordable housing. With additional funding sources, the actual cost for permanent housing could be reduced to about $575 million.
