In late 2024, Mayor-Elect Daniel Lurie signaled intentions to overhaul key city departments, beginning with the removal of MTA boss Jeffrey Tumlin, followed by health director Dr. Grant Colfax. The police chief, Bill Scott, who is unpopular among rank-and-file officers and their union, is also expected to be ousted. This sets the stage for a significant reorganization within the city's departments, as Lurie navigates the complexities of replacing leadership, particularly within the police chief role, which requires careful consideration of department culture.
Tumlin was the first under the bus. Despite multiple mayoral candidates' blustery pledges that they would fire the transit boss, his contract actually lapsed in late December - weeks before the inauguration.
The rank-and-file have never cottoned to him. The union has always despised him.
"The votes are not looking good," admitted Carter-Oberstone. "I don't think I'm going to survive it."
Replacing a chief is trickier (as former Oakland mayors will tell you) than simply changing the head, as it involves widespread police department culture.
