San Francisco has seen a decrease in street tents since last August, yet many homeless individuals report deteriorating conditions and ongoing struggles despite the city’s efforts.
Mary Ellen Carroll of the Department of Emergency Management stated, "We hope to continue to see improvements and continue to hopefully get the help they need and hold people accountable who need to be held accountable."
Despite the city increasing shelter beds, many homeless individuals, like Albert Artis, refuse assistance, as they prefer solitude due to past experiences.
The rising tension between police and some homeless individuals is evident, with officers issuing citations during sweeps aimed at managing encampments in public spaces.
