Downtown landlord sues over parklet

Elizabeth Wong, a downtown landlord, has filed a lawsuit against the city of Palo Alto and Coupa Cafe due to outdoor dining set up on Ramona Street. Wong claims the parklet is obstructing her tenants and negatively impacting her business revenue. Despite Wong's assertions, Nancy Coupal of Coupa Cafe argues that the parklet enhances foot traffic to her tenants. Wong is seeking at least $600,000 in damages, asserting that the cafe's setup has hindered customer access to her property in a dispute that dates back to the pandemic-induced dining restrictions.
"The physical obstructions and presence of Coupa's patrons on the parklet make it impractical for customers to patronize the shops," Kassouni said.
Coupal said Wong's tenants have actually benefited from Coupa Cafe's parklet bringing more foot traffic.
Wong has suffered a significant loss of revenue and a diminution in the value of the building," attorney Timothy Kassouni said.
"Elizabeth Wong does not own the street or the sidewalk," Coupal said.
