California lawmakers, responding to prolonged critiques of the California Environmental Quality Act (CEQA), are advancing two major proposals to significantly alter the law. Governor Gavin Newsom has endorsed these changes, suggesting they represent a rare chance for impactful reform. The proposed modifications would eliminate CEQA for most urban housing developments and weaken its influence on other projects, aiming to balance environmental concerns with housing and infrastructure needs. Advocacy for this reform may lead to expedited legislative approval as part of the state budget process, bypassing traditional hearings.
"This is the biggest opportunity to do something big and bold, and the only impediment is us," Newsom said when announcing his support for the legislation.
Legal experts say the efforts would be the most profound changes to CEQA in generations.
