The memo allows those who haven't openly identified as transgender to withdraw within 30 days. Currently, there are 4,240 active duty troops with gender dysphoria, a small percentage of the total military force. Trans service members face pressure to self-identify or risk losing benefits, prompting criticism that their departure is coerced rather than voluntary.
The memo released on Thursday mirrors one sent out in February, but any action was stalled at that point by several lawsuits.
Timberlake has served in the Navy for 17 years and said that trans service members who don't take the current buyout offer could lose out on benefits.
