Across state agencies, hybrid work now a post-pandemic fixture

The data provided by the governor's office comes as some labor unions have pushed for more hybrid schedules for their members, asserting that many employees can work more efficiently from home.
Georgette Steffens, executive director of the Downtown Albany Business Improvement District, said the organization uses Placer.ai, a machine-learning software that calculates foot traffic to measure the number of people in the downtown area. The data showed that this year the level reached 94 percent of what it was in 2019.
Before the pandemic, the commuting worker came to the office an average of five days per week, Steffens said. But now that average is down to about three-and-a-half days per week, reflecting the hybrid work plans being provided to many employees.
