But time is running out. The WHO has only reached an agreement once in its 75-year history - 2003's Framework Convention on Tobacco Control - and those negotiations lasted seven years.
In the race to reach a pandemic agreement by May, there exists a real risk that major divisions over substantive issues, geopolitical tensions, and increasing pressure to reach consensus will leave us with a lowest common denominator agreement.
