"the government has still failed to act."
"phone theft can be designed out using technical solutions that make stolen phones less valuable."

MPs have criticized the UK government for complacency as mobile phone thefts surge and a long-delayed summit slipped into the new year. Dame Chi Onwurah wrote to Home Secretary Shabana Mahmood warning that families might be too afraid to go out after receiving new phones. The Science, Innovation and Technology Committee said six months after hearing from experts and police the government had still not acted. Onwurah urged technical fixes such as cloud-based blocking and IMEI-linked locks to make stolen phones less valuable. The committee received a vague November holding reply promising meetings but providing no commitments, answers, or summit timing clarity.
