Diane M. Shelley emphasized that HUD funds for programs must be applied equitably, advocating that buyout initiatives should assist families in relocating from disaster-prone areas without bias.
As part of the settlement, Harris County must inform property owners of their rights, including their right to appeal buyout decisions and file discrimination complaints.
