The South Carolina-based company's weak security practices contradicted promises it made to customers in its privacy policy, allowing the hacker behind the breach to access files containing unencrypted personal data for millions of consumers.
Poor encryption practices made the breach far worse than it otherwise would have been, the FTC said.
