DWP officials attended a fancy conference. Their tab was paid with mislabeled invoices

Cynthia McClain-Hill, then-DWP board President, accepted a $980 conference package, violating ethics rules against gifts from a contractor, Accenture, to the DWP.

Allegations of mislabeling invoices surfaced when former DWP contractor reported issues through a California State Bar complaint relating to conference expenses.

McClain-Hill claimed her attendance at the conference was purely professional, stating, 'My attendance...was related entirely to my responsibilities at DWP.'
