"The Dec. 9 action, including Urrutia's arrest, was more drastic because of the conditions discovered in the garage and the number of affected dogs, authorities said. Piles of feces covered the floor of the garage, where some of the dogs were found in kennels, police said. The build-up of urine and excrement was so heavy on a mattress-like cushion that it was stained black."
Authorities seized 28 dogs from a Windsor residence on Dec. 9 and arrested Christina Urrutia Urena on suspicion of animal cruelty and related offenses. Officers and animal control found piles of feces and heavy urine buildup in the garage, with some dogs kenneled and a mattress-like cushion stained black. North Bay Animal Services recovered the animals, two of which needed immediate medical care, and has housed them at its Petaluma shelter. Several animals formerly cared for by Urrutia previously ended up in Sonoma County shelters. Urrutia contended the intervention was unwarranted and the inspection was flawed. Charges include possession of unlicensed dogs, operating an unlicensed commercial kennel, and probation violation.
