Your wife would probably be a whole lot happier (on this subject, at least) if she considered whether she got what she needed, not what was the same, and let the rest go.
If your wife is concerned he may try to follow through on his threats, I'd suggest a consultation with a family lawyer who can explain what, if any, risks your brother-in-law poses to your family.
