A hidden ocean on Mars, would it spur human settlement?

A stream of liquid water could be brimming beneath the craggy, tan rock crust on Mars, enough to make up a whole ocean, as suggested by a NASA study published in the Proceedings of the National Academy of Sciences (PNAS).
The lead scientist, Vashan Wright, mentioned that the water discovered underground on Mars could potentially fill a global ocean 1 to 2km deep, based on the data collected at Elysium Planitia by the InSight Lander.
