Ihor Klymenko, Ukraine's interior minister, said in a statement that there was sufficient evidence that the suspect, whom he identified only as an 18-year-old man, had killed Ms. Farion.
Mr. Klymenko did not rule out the possibility of Russian involvement. Ms. Farion died on Friday after an unknown assailant shot her in broad daylight near her home in Lviv.
