The governor's budget leaves implementation details to the city Department of Transportation, creating questions about triggers, judicial orders, NYPD enforcement, and DMV involvement. State Sen. Andrew Gounardes, a long-time proponent, expressed optimism but noted unanswered questions. DOT data show drivers with 16 speed-camera tickets are twice as likely to be involved in a severe crash, with 3,147 such vehicles recorded.
